转型期我国农村公共服务供给机制研究(2)

服务的局面,扩大了农村公共服务的范围,丰富了农村公共服务的内容,提

高了农村公共服务的质量与水平。但是,在具体运行过程中,我国现行农村

公共服务供给机制仍然存在诸多不足:缺乏健全的制度保障;层级政府事权

与财权不相匹配;供给主体权责模糊;非政府主体参与不足;利益诉求表达

机制不健全等不足。

第五部分:转型期我国农村公共服务供给机制的完善。针对我国现行农

村公共服务供给机制存在的不足,本文试图以协同理论为指导,形成国家主

导下的,政府、’市场和社会共同承担农村公共服务供给的有效机制。形成这

样一种协同供给机制的根本目的就在于将政府、市场和社会紧密联系在一起,

从而避免多元的分散化经营有可能出现的不足。在具体构建这样一种协同供

给机制的过程中应该:坚持国家旳主导地位;赋予市场及社会主体足够的发

展空间;明确供给主体的权责。为了进一步完善我国农村公共服务供给机制,

必须坚持国家对农村公共服务供给的集中指导、加强农村公共服务供给制度

建设、健全层级政府的财权与事权配置机制、明确农村公共服务供给主体的

职能界限、完善农村公共服务的多元参与机制、建立健全农村公共服务诉求

表达机制。

Abstract

Abstract

The main idea of synergetics is that the material world is formed by some

different systems which run by mutual cooperation. And they generate order

parameter that takes the main effect on them. The world runs from disorder to

order by self-organization that dominated by order parameter.

After the Third Plenary Session of the 11th Central Committee of CPC, the

way of supply for rural public services has been changed to mechanism of multi-

supply, the form that government,market and society produce and supply for the

services, from the way that the government did lonely by a deep reform in the field

of rural public services of our country. The supply mechanism of multi- supply has

promoted the quality and the level of rural public services. But we would found

that the mechanism of multi-supply is imperfect as the structure of government,

market, society is decentralized; some rural public services are inadequate or no

supply while some have been fully or excessively supplied; the area and the

services of market and society are limited by traditional authority of government.

To overcome the drawbacks of multiple supply mechanism, this paper

attempts to have an analysis based on synergetcis. I will form a mechanism of

collaborative for rural public services to promote the government, market and

social to have a coordination action to expand the scope of public services

in rural

areas, and increase the quantity of public services in rural areas.

This thesis formed by five parts:

In the first part, I will have a discussion about the purpose and the significant

of my study, the review of home and abroad, the tool and the content and the

creative point of thesis.

At the beginning of my second part, there is a detail of the idea of synergetics

of Hermann Haken, and then I will have a discussion about the methodology

significance of synergetics, and also I will have an analysis on the value of

synergetics which been used in the field of rural public services of our country. i

Study on the Mechanism of the Supply for Rural Public Services of China in Transition Period The

Perspective of Synergetics

Thirdly, I will have a description about the reform of United States, Britain,

New Zealand and Canada. And also I will summarize the valuable experience of

them.

Fourthly, I will have a narrative about the supply mechanism for public

services, such as mechanism of market and society that take effect in rural

currently. And also I will summarize the weak point of present mechanism

of

supply for rural public services to support the work of latter.

And finally, I will put forward an idea that we should have a way of supply

for rural public services by collaborative mechanism. And also, I will list some

special points to improve the mechanism of supply for rural public services.
