Government Performance Measurement: Status Quo and Future of Development

Abstract: Government performance measurement, a new type of governmental administration, emphasizes result orientation, to some extent make happen the speedup of the effectiveness of governmental administration , the strengthening of the service ability of government, and the improvement of the relationship between the government and the public in the western countries. Because of this very effectiveness, there came a global enthusiasm for government performance measurement. In China, government performance measurement became not only an academic hot topic but also an important measure for government branches to push innovation of administration and structure innovative government. However, the theoretic study and practice at present is still at the stage of different opinions and practices. How to clear up the systematic obstacle for the carrying out of government performance measurement and create a circumstance of notion and system for the effective function of the measures of government performance measurement? How to combine with our actuality and localize the experiences of government performance measurement in the western countries? How to better combine the methods of enterprise performance measurement with the actuality of government public administration and systemize it? How to establish a government performance measurement of Chinese characteristics? Issues such as those demand our study from an viewpoint of theory and practice, and a resolution based on common views through a thorough communication and discussion.
