ABSTRACT

According to the results of the sixth national population census shows that the phenomenon of the rural population aging in China has been very serious, urgent need to establish perfect the rural social endowment insurance system in the countryside, it must clearly define the responsibilities of the government in rural social endowment insurance. Rural society endowment insurance is in the national pilot study for many years, based on the previous implementation of rural social endowment insurance of provinces and cities, and implementation, the government functions and responsibilities of rural society endowment insurance shall bear is not enough, lead to the final effect is not very good, in this paper at three mile township in jianshi county, hubei province as an example, through visit and questionnaire survey methods from system design, financial support and legal protection, fund management four aspects analysis the government in rural social endowment insurance should perform specific duties, for the government in the future in the rural society endowment insurance practice provide certain theoretical and practical guidance.
