Abstract:Governments,universities,researchinstitutes,intermediaryserviceagenciesandfinancialinstitutionsconstitutetheinnova tionnetworksofhi-techemergingindustries.Amongthesesixtypesofentities,thereexistagreatdealofmanagementinterfacesandtheinterfaceobstacleswillinfluencetheindustrializationprocessofhightechnology.GovernmentsoftheUS,JapanandwesternEuro peancountriesdevelopaseriesofpoliciesandtreasuresfortheprocessofR&D、commercializationandindustrialization,thusachievesuccessfultotal-processinterfacemanagement.Thesepoliciesconstituteathree-dimensionpolicysystem,whichprovidesreferencesandexamplesforourgovernments.
