摘 要

后勤社会化，是一项与生产力发展水平、政府机构改革紧密相联的系统工程。是精简行政人员、减轻财政负担、增强后勤服务保障力的关键措施。后勤社会化，实际上是一个通过改革现行后勤管理体制、实行后勤行政管理职能与服务职能分离、转换服务运行机制的发展过程，也是一个与社会第三产业逐步融合的过程。事业单位后勤社会化改革的目标，就是要建立适应社会主义市场经济要求的后勤管理体制，实现后勤管理科学化和服务社会化。旨在通过推动后勤管理的规范化、制度化建设，建立和完善后勤服务社会化结算制度，转换服务和运行机制，实现后勤服务向事业开放型的经营服务转变，向成本核算、企业化管理、内外有偿服务转变，向市场化、企业化和社会化的方向转变。

现代后勤服务应遵循市场规律，要适应事业单位主体业务发展的需要。因此探索符合现在管理体制的后勤服务形式，改变其服务运行机制，提高服务质量是随着政府机构改革的深入，政府行政管理体制的转变，国家财政制度、社会保障制度等配套制度改革的相继完善后对事业单位后勤工作提出的新要求。环境的变化，需求的增长，对我们来说既有发展机遇，也是严峻的挑战。事业单位的发展需要强有力的后勤作保障，因此事业单位后勤改革的紧迫感、责任感、使命感促使我们要深入研究事业单位的后勤管理模式，为迫在眉睫的事业单位

全面改革寻求出路。

本文以上海市龙华烈士陵园为例，从事业单位后勤社会化案例入手，通过对事业单位后勤社会化运行机制的讨论，运用经济学相关理论，系统研究了事业单位后勤社会化改革的基本理论及运作模式，分析了全额拨款事业单位后勤社会化步伐缓慢的原因，并运用案例研究和比较研究的方法，提出了全额拨款事业单位后勤社会化的必要性和可行性。通过对全额拨款事业单位后勤社会化可能出现问题的分析和对策的研究以及运行机制的设想，最后提出了全额拨款事业单位后勤社会化改革的配套措施及政策建议。

THE STUDY ON THE SOCIALIZATION OF THE LOGISTIC

SYSTEM OF THE FULL FUNDING INSTITUTION

ABSTRACT

Logistics service socialization is a project closely linked to the development of the productive forces and the reform of government institutions, It is the key to streamline the administrative staff, reduce the financial burden and enhance logistics services protection. Logistics service socialization is actually the development process of separating logistics management functions and service functions, converting services operating mechanism through the reform of the current logistics management system, is also a process which gradually integrates with tertiary industries. The reform of logistics socialization for institutions is to establish the logistics management system which adapts for the socialist market economy requirements and achieve scientific logistical management of social services. Through strengthening the standardization and institutionalization of logistics management, establish and improve logistics services clearing system, perform the transition logistics services from the current system to the cause-open services in the operation, to cost accounting, to enterprise management, to internal and external paid services changes, to the market, enterprises and social changes of services.

Modern logistics services should follow the laws of the market, meet the needs of the development of the main business units. With the deepening of the reform of government institutions, changing in government administrative system, and the state's financial system, the social security system, such as supporting the reform of

the system have been perfect, the logistics units of the new requirements is to explore with the management structure of the logistics services form, change their operational mechanism for services, improve service quality. Changes in the environment and the growing demand are for us both development opportunities and severe challenges. The development of institutions need the strong logistics to protect, the sense of urgency, responsibility and mission of institutions logistics reform prompted us to in-depth study the logistics management institutions and seek a way for the pressing reform of the institutions.

This paper takes Longhua Martyrs Mausoleum for example, starting from the case of logistics units, through the discussion of operating mechanism of the logistics socialization, using economic theory, studies systematically the basic theory and mode of operation of the logistics socialization reform, analyzes the slow problem in logistics socialization for the funding institutions, put forward to the necessity and feasibility of logistics socialization for the funding institutions by the methods of case studies and comparative study. Through analyzing the latent problems during the logistics socialization for the funding institutions, researching the countermeasures and devising the operational mechanism, proposes a tentative idea of the operation mechanism and measures and policy recommendations.
