摘 要

优秀的高层管理者是企业持续竞争的主要动力。全球经济一体化与日新月异的信息革命、多元化趋势的组织业务以及密切协作的部门工作都对企业的高层管理者提出新的挑战，促使高层领导工作方式发生了改变。以前那种领导人单打独斗的方式已经很难适应激烈的市场竞争，他们更多地需要以团队方式进行高效运作，要求企业必须建立高层管理团队来领导企业的发展。学术界对于领导者的研究也从领导者个人的特征、行为及领导风格等纯粹个体的研究转向以高层管理团队的研究为主。

本文系统研究了企业高层管理团队战略决策与实施过程。首先，从力学视角系统分析了影响企业战略决策的因素，通过系统分析这些因素的影响作用，为企业高层管理团队描绘出一个全面的、动态的外部竞争环境和内部运营环境的图景，以提供可靠的信息，从而制定和实施正确的战略；然后，基于群体决策理论构建了企业高层管理团队战略决策模型，在此基础上，分别阐述了战略决策目标的提出、战略决策信息的分析、战略决策方案的设计与选择、战略决策方案的反馈与改进四个阶段的任务及重要性，其中着重就战略决策方案的选择，提出了采用基于模糊数的夹角度量法来进行高层管理团队偏好集结、方案优选；最后，基于和谐管理理论，研究了企业高层管理团队的战略实施过程，给出了企业高层管理团队战略实施过程的新模式。

在人力资本已经成为支持企业运作核心资本的时代，高层管理团队作为企业的战略制定与执行过程中最为重要的人力资本，其运作的高效是企业成功的重要保证。高层管理团队战略决策与实施的质量事关企业的全局和成败。本文探讨企业高层管理团队战略决策模型及其实施策略，有助于企业打造一支能够适应超强竞争环境并且充满活力的和谐高效团队，进而促进企业蓬勃发展，为社会创造更大的经济效益。

RESEARCH ON THE TMT STRATEGIC DECISION-MAKING MODEL AND IMPLEMENTAL TACTIC IN THE ENTERPRISES

ABSTRCT

Outstanding top managers in the enterprises are the main driver of its sustained competition. Along with the fast pace of the global economic integration, the ever-improving information revolution, the trend of diversification of organizational tasks and the close collaboration within the business sectors, top managers of the enterprises have been confronted with new challenges, which forcing their leading way changed. As the former mode of a single leader has been difficult to adapt itself to the fierce competition, Top Management Team (TMT) should be established to lead the development of enterprises. Following with this trend, the research direction of the academics has transferred from the study of the individual characteristics, behavior and leadership style of a single leader to the study of the TMT.

This paper systematically studied the TMT's strategic decision-making and implemental process. First of all, this paper analyzed of the enterprises' TMT strategic decision-making factors from the perspective of mechanics, through analysis of the impact of these factors, it can depict the picture of a comprehensive, dynamic and external competitive environment and internal operating environment for enterprises' TMT, which can provide reliable information to enable the TMT to lay the foundation of developing and implementing the right strategy; Second, based on the group decision-making theory, this paper built a enterprises' TMT strategic decision-making model. On this basis, this paper described the mission and the importance of the proposition of strategic decision-making objectives, the analysis of strategic decision-making information, the design and selection of strategic decision-making program, the feedback and improvement of strategic decision-making program respectively, specially, in the choice of strategic decision-making programs, this paper used angle measurement method based on fuzzy numbers to buildup TMT's preferences and optimize programs; Finally, based on the HeXie Management Theory, this paper studied enterprises' TMT strategy implemental process, and then explored the new mode of TMT strategy implemental process.

In the period of the human capital has become a core capital supporting operation of enterprises, TMT as a special human capital for strategy decision and implementation, its efficient functioning is an important guarantee for enterprise success. The quality of decision-making and implementation of the strategy has a bearing on the overall success or failure. This paper explored the TMT's strategic decision-making model and its implemental tactic, it helps to build a harmonious and dynamic team which is full of energy and can adapt to the competitive environment, which promotes the enterprise to develop vigorously and creats more economic benefits for society.
