摘 要
随着科学技术的日益进步,经济的快速发展,人们的物质生活水平达到了一个新的高度。与此同时,经济的高速发展也带来了严重的环境问题,生态环境问题变得日益严峻,可持续发展与生态环境的矛盾日益突出,并已经成为制约我国现代化经济建设的重要因素之一。因此在这样的背景下,如何更好的解决生态环境问题,处理好与可持续性发展的关系问题,便显得尤为重要。
现阶段“3S”技术的飞速发展和综合应用的日益深入,为生态环境质量评价提供了大量综合、宏观、动态和快速更新的信息,大大促进了生态环境质量评价的发展。应用“3S”技术,能获得及时、宏观的环境数据,为我们进行生态环境质量的定量评价提供了行之有效的研究手段。
本文就是从当前生态环境研究现状出发,以四川省生态遥感动态监测项目为基础,选择以成都市郊的金堂县为实验区,以其生态环境质量为切入点进行研究探讨,以陆地卫星LandSat-5 TM卫星影像为主要信息源,在己有理论研究与实践成果的基础上,运用“3S”技术,运用层次分析和归一化方法,对金堂县的生态环境质量进行定量评价研究,得出结果,并以此为依据制定可持续性发展策略。
作者应用“3S”技术来分析和处理金堂县生态环境质量评价过程中的数据获取和分析问题,通过对遥感影像进行必要图像增强和处理后,采用监督分类的方法,同时结合大量的数据资料获得所需的金堂县各个评价因子的值,在对其进行必要的计算,得出金堂县的生态环境质量等级为良这一结论。
研究结果表明,以“3S”技术综合应用为基础的方法的生态环境质量评价方法大大促进了生态环境质量评价的发展,是开展我国县级市生态环境区域评价和提高生态环境质量的有效方法和途径,其必将成为未来科研领域的一个新的发展方向,为区域经济开发和环境保护提供科学依据和决策支持。

Abstract
With the rapid development of science and technology in the new century,the social economy is changing ever new day, and the living standard of human material life achieves the new altitude. In the meaning time, the rapid of economic development brings a series of environment problems, because of that Eco-environmental problems become more and more important,and the contradiction between economical sustainable development and ecological environment is becoming more and more prominently. It has become one of the most important factors of restricting our economic modernization. Under this background, how to resolve the eco-environmental problems is particularly important.
As the rapid and in-depth development, the application of 3S technology has provided many synthesized,macrograph, dynamic and quick update message for the evaluation of eco-environmental quality,which has been promoted the development of the evaluation of eco-environmental very well. It is possible to gain the environmental data by time and macrograph, and has provided evaluating eco-environment effective with a new research method for us.
Based on the current study of ecological environment and the rationale of achievements in scientific research, the starting point of Jin Tang eco-environmental quality, and using the image of LandSat-5 TM as the mainly sources of information, this thesis studies the eco-environmental quality of Jin Tang by using analytic hierarchy process and normalization method. At last, it gained the evaluation result, and the several measures on the sustainable development are demonstrated on it.
It uses 3S technique to analyze and handle data obtaining at the same time during environment quality assessment process of Jin Tang County. For the sake of cancellation influence to classification, it adopts methods such as ratio process to dispose the photo. In the end, it obtains all assessment factors numerical value by means of supervised classification and combination of a large number of data. After operation, it draws a conclusion that
environmental quality of Jin Tang County is fine.
The results show that the development of Eco-environmental quality assessment can be promoted by the application of 3S technology. It is the efficient way to do Eco-environmental quality assessment in various areas of the country, and it will be promoted as a new orientation of the area for future research, further more, it will provide the science evidence and decision support for area economic development and environment protection.
