试论教师体罚学生的问题(2)

（二）建立严格的教师管理制度和有效的监督机制。教育行政部门和学校都应建立起完整配套、切实可行的教师管理制度和有效地监督机制，以规范教师的教育行为。尤其是教育主管部门要建立起真正意义上的教育督导机构，以便有效地监督教育法律的执行情况，并要有经常检查的、严格的工作制度，以免恶性事件的发生。

（三）提高教师的职业道德素质水平。

学校领导首先应以《教师职业道德规范》为准则，加强教师的职业道德教育，提高教师师德境界和敬业精神，使真正爱事业、爱学生、为人师表。其次要帮助教师不断提高教学管理能力，在教育方法上坚持正面教育，不得以任何理由体罚学生，在教育实践中要注意教育经验的总结与吸取。教育者要应该潜心研究教育过程中的经验与教训，总结自身教育的成功之道。再认真学习他人的经验，揣摩个中诀窍，明白其高妙之处，掌握课堂控制艺术，努力使自己在教育学生时能依据学生的心理特点、行为特征采取行之有效的教育方法和教育手段，避免体罚，收到事半功倍的效果。再次是领导要帮助教师

进行心理疏导，尤其青年教师具备自制能力，任何情况下都不能丧失理智。这样学校可以利用业余时间或寒暑假，利用继续教育的形式让教师接受专门的心理健康教育。来帮助全体中小学教师了解和掌握心理学的基本理论，了解心理问题产生的原因和表现，掌握针对心理健康问题进行辅导或指导的手段和方法并能对学生进行辅导，同时提高自身的心理健康，从而给教师减负，从生理到心理的全方位“解放”。教育主管部门和学校可成立专门机构，聘请专业人员，采用通用的检测量表或指标体系定期对中小学教师进行心理健康状况的测验，并建立档案，使教师在了解自己的基础上完善自我。

（四）树立正确教育观念，转变落后思想。

在当今时期，我国教育的培养目标就是培养全面发展的建设者和接班人。全面发展既包括生理的发展，也包括心理的发展。对学生实行体罚，危害直接作用于学生身体，更重要的是它必然影响着学生心理的发展。可见那种企图靠体罚学生身体取得暂时教育效果的做法是无效的、错误的。

学生在学校的学习不仅是知识的学习和掌握，更是角色社会化的学习，新课程改革从知识和能力过程和方法，情感态度和价值观三个维度凸现“为了一切学生的发展”和“为了学生的一切发展”理念。力求达到教育的目的的永恒价值追求。而教育体罚有悖人的全面发展理论，与悖新课程改革的基本价值目标实现。尽管我们还不能完全杜绝教育体罚现象在教育过程中的出现，但我们必须清醒地认识到教育体罚的非正性和非科学性。我们通过完善教育管理制度，提高教师素质，规范教学行为，为所有学生营造和谐的学习环境，呈现学校教育的科学性和人文性。

要杜绝教师体罚和变相体罚学生，我们只有对教师进行心理教育，心理教育是二十一世纪教育中不可或缺的部分，而教师良好的心理素质则是这一工作得以顺利进行的必要保证。在当前的社会竞争、压力下，要充分重视教师的心理健康教育，让他们在宽松、和谐的环境中工作，只有这样才能从根本上杜绝体罚学生的问题。
