第三，要加强房地产开发建设全过程监管,制止擅自变更项目,违规交易,囤积房源和哄抬房价行为。同时完善房地产统计和信息披露制度,增强房地产市场信息透明度,全面,及时,准确地发布市场供求信息,坚持正确的舆论导向.

第四，必须把“政府负责”作为此次房市新政最重要的责任, 有令不行，或者落实不到位，调控就难免“雷声大雨点小”，不仅房价难稳，政府的公信力也会受到损害。此外，从长远来看,还是要引导和帮助地方政府走出土地财政的怪圈，“买房难、买房贵”的问题才能真正得到解决。
