2.theKoreansmadegooduseofthisadvantage,pouring40%oftheirexportsintoAmerica.WhentheU.S.respondedwithtoughprotectionismtalk,theypretendedtobesurprisedandangry.TheKoreansstillseethemselvesasrelativelypoordependentsoftheU.S.andtakeAmericanprotectionismasbetrayalbyabigbrother.Theyareright.TheKoreaneconomyisonly6%ofJapan's.TallbuildingsinSeoulresemblethoseinTokyo,buttheKoreancapitalisfullofnarrowstreetsandpoorhouseslikeavillage.Inthecountrysidesome20%ofhomelackrunningwater.Moreover,Koreahasaheavydefenseburdenaswellasthatbigforeigndebt.

3.AndKoreahassufferedsettacksbeforeInthe1970sthegovernmentsupportedheavyindustry,creatingsomebigbutuselessenterprises.TheTreasuryMinistryisstillquietlysupportingsomeillshippingandoverseascompanies.Meanwhilethegovernmentdoesnotknowhowtosetupwiningindustries.
