摘要

随着信息技术的飞速发展和网络的普及，政府网站成为了政府部门实行信息公开、在线办事和互动参与的网上平台，是政府推行阳光政府，提高行政效率的重要手段。从1999年开展政府上网工程到现在，我政府网站已经建成超过5万个，发展迅速，也有不少问题，如信息资源共享度差、管理不到位、存在安全隐患等，而站群的建设模式则有效地解决了问题。因此，政府网站从独立建站逐渐走向集群式建站，政府网站群成为了当下政府网站发展的趋势。

本文主要是以南昌市为例，分五个部分研究政府网站群的建设和管理： 第一部分是引言。分析了研究的背景和意义，介绍了国内外研究现状，阐述了研究的方法和思路。第二部分是政府网站群建设和管理的理论及现状。对相关的概念和定义做了介绍，并以南昌市政府网站群为例对政府网站群发展的几个阶段做了分类。第三部分是政府网站群存在的问题及成因分析。叙述了南昌市政府网站群在发展中遇到的问题，深入剖析了当前政府网站群的问题及成因。第四部分是国内外政府网站群建设与管理的经验借鉴及启示。介绍了国外的美国、加拿大、英国、新加坡及国内的石家庄市、深圳市、国土监察局的经验及启示。第五部分是加强政府网站群建设和管理的对策。主要从制定标准和规范、推进资源整合、加强站群运维保障能力、强化监督考评等方面提出对策。第六部分是结论。对全文进行概括总结。

Abstract

ABSTRACT

With the rapid development of information technology and the popularization of the network. The government websites become the online platform of government departments public information, services onlineand interact, important means of implement sunshine government and improve administrative efficiency. The government carry out the government online project from 1999 to now, My government websites have been built more than 50000，develop rapidlye, there are also many problems. Such as the sharing of information resources is poor, management is not in place, the existence of security risks. While the websites construction mode is effectively solved the problem.Therefore, the pattern of government website from independent website gradually to websites. The government websites has become the development trend to construct government website.

This paper mainly take Nanchang City for example, research the construction and management of the government websites in five parts ：The first part is the introduction. analyse the background and significance of the research，Introduces the research status at home and abroad,Expounds the thought and method of research. The second part is the theory and the present situation of government websites’ construction and management. This paper introduces related concepts and definitions. And take the government websites of NanChang as an example to classify the government websites development into several stages. The third part is the problems and cause analysis of the government websites. Describes the problems encountered in the development of the government websites of NanChang,For an In-depth analysis of problems and causes of the current government websites. The fourth part is the experience and Enlightenment of the construction and management of the

government websites at home and abroad.Introduces the experience and Enlightenment of USA, Canada, UK, Singapore and Shijiazhuang City, Shenzhen City, the Land Supervision Bureau. The fifth part is the Countermeasures of strengthening construction and management of the government websites. put forward advise from establish standards and norms, promote the integration of resources, strengthen the maintenance support ability of websites, strengthen supervision and evaluation.
