江苏省暂时没有涂装作业VOCs排放标准的相关文件,管理部门正在加快此类VOC排放标

准和重点行业VOCs污染治理基本要求等技术文件制定,现在江苏参照的是广东省制定的

《表面涂装(汽车制造业)挥发性有机化合物排放标准》(DB44/816-2010),此标准由广东

省环境保护厅提出并归口。标准规定了汽车制造业涂装生产线单位涂装面积的VOCs排放

量限值,工艺过程VOCs排放浓度限值及排放速率、无组织排放监控点浓度限值、监测要

求和汽车制造业控制VOCs排放的生产工艺和管理要求,规定了广东省辖区内汽车制造业

生产过程中表面涂装作业的的挥发性有机化合物(VOCs)排放控制要求,适用于现有汽车

制造企业VOCs排放控制,以及新建、改建、扩建项目的环境影响评价、设计、竣工验收

及其建成后污染源的VOCs排放控制。关于排气筒VOCs排放标准,广东省标准中列明了

排气筒VOCs排放限值,烘干室排气应安装废气净化装置进行处理,其VOCs的总去除效率

应达到90%,排气筒排放的总VOCs浓度限值为50mg/m3。其它排气筒排放的VOCs浓度

限值应符合下列表格规定。

广东省标准中的排气筒高度与排放速率应符合下列要求

Ⅰ. 排气筒高度一般不应低于15 m ,不能达到该要求的排气筒,其排放速率限值按上述表

格所列对应排放速率限值的外推法计算结果的50%执行。

Ⅱ. 排气筒高度处于上述表格所列的两个排气筒高度之间时,其执行的最高允许排放速率以

内插法计算。排气筒高度大于60 m,按照60 m高度的排放限值执行。

Ⅲ. 排气筒高度除须遵守第一条的要求外,企业排气筒高度应高出周围200 m 半径范围的

最高建筑5 m 以上,不能达到该要求的排气筒,应按上述表格所列对应排放速率限值的50%

执行。

Ⅳ. 企业内有多根排放含VOCs废气的排气筒的,两根排放相同污染物(不论其是否由同一

生产工艺过程产生)的排气筒,若其距离小于其几何高度之和,应合并视为一根等效排气筒。

若有三根以上的近距离排气筒,且排放同一种污染物时,应以前两根的等效排气筒,依次与

第三、四根排气筒取等效值。

There is no clear and published regulation on emission standard of VOCs for waste gas

in drying processes of paintshops in Jiangsu Province right now. Currently, Jiangsu has

the reference from The Emission Standard of Volatile Organic Compounds for Surface

Coating of Automobile Manufacturing Industry (DB44/816- 2010) formulated in

Guangdong Province. This standard is proposed and managed by Department of

Environmental Protection of Guangdong Province. It provides for emission limits of VOCs

per unit coating area of coating production line in automobile industry, emission

concentration limits and emission rates of VOCs in technical process, concentration limits

of fugitive emission monitoring points, surveillance requirements as well as production

processes and management requirements for VOCs emission control in automobile

industry. It specifies the requirements for emission control of VOCs arising from coating

operations in the production process of automobile industry in the jurisdiction of

Guangdong province and is applicable to VOCs emission control of existing automobile

manufacturing enterprises, as well as environmental impact assessment, design and final

acceptance of newly-built projects, reconstruction projects and expansion projects, and

VOCs emission control of pollutant sources after their completion.

The local environmental protection standard The Emission Standard of Volatile Organic

Compounds for Surface Coating of Automobile Manufacturing Industry is to be formulated

in Jiangsu province, and is currently soliciting external feedbacks. This is also the first

exhaust emission standard for automobile coating industry in Jiangsu province. The

standard to be formulated specifies operations related to coating in automobile industry of

Jiangsu province, including storage, mixing, stirring, cleaning, coating and drying in the

process of complete automobile and body manufacturing, as well as emission limits of

volatile organic compounds in after-treatment process, surveillance and monitoring

requirements, production technology and management requirements.

VOCs emission limits from pipeline in The Emission Standard of Volatile Organic

Compounds for Surface Coating of Automobile Manufacturing Industry (DB44/816-

2010)

Drying rooms shall be installed with waste gas purification apparatuses for exhaust

treatment. Their total removal efficiency of VOCs shall reach 90%. Concentration limits of

total VOCs emitted from pipelines shall be 50mg/m3. Concentration limits of VOCs

emitted from other pipelines shall conform to the provisions of the Table below.
