我国农村基础设施建设机制的探讨

摘要

农村基础设施是农村经济社会以及整个国民经济发展的重要物质基础。加强农村基础设施建设，是我国实现经济可持续发展的重要途径，是实现城乡统筹发展的一项重要任务，更是建设社会主义新农村的重要内容。特别是现在我国农村基础设施建设还比较薄弱，严重制约着我国农村经济和社会的发展，不利于我国统筹城乡的和谐社会的构建。同时由于加入WTO，我国农业也面临着更加严峻的挑战。所以，加快农村基础设施建设，促进农村经济社会发展，进而推进农业的发展和促进经济的稳定协调发展，是一项事关全局的大事。党的十七大报告中提出：坚持把发展现代农业、繁荣农村经济作为首要任务，要加强农村基础设施建设，健全农村市场和农业服务体系。加大支农惠农政策力度，严格保护耕地，增加农业投入，促进农业科技进步，增强农业综合生产能力。

研究农村基础设施建设问题，可以为解决农村基础设施建设中存在的建设资金不足、投资效率不高等现实问题提供理论依据；研究农村基础设施建设问题，还可以更好为解决农村基础设施建设中存在的问题提供政策建议，从而使农村基础设施建设又好又快的发展。

ABSTRACT

Rural infrastructure is the important material base of rural society and economy and the whole national economy development.
