摘要

城镇化建设的推进与实施是我国经济发展中的一股强劲的势力，助推着我国经济社会高速发展。在城镇化建设的进程中，农民的大量土地被征用，失地农民数量愈见增多，由于我国土地征用相关制度的不完善以及老龄化程度的加大，破坏了原以土地为基础的农村养老模式，出现大量失地农民就业无门、就医无门、养老无门等经济社会发展中深层次问题，这些问题成为制约我国经济社会长期向上发展的重要瓶颈。

本文从xxx市xxx县失地农民养老保障的实际出发，通过实际调查研究xxx市xxx县的失地农民养老现状和存在问题，分析xxx县失地农民养老保障方面存在的问题，总结出针对xxx市xxx县失地农民可以借鉴的合理途径，从而提出解决失地农民养老保障问题的一些建议。

论文的主要内容包括：

第一章，绪论。绪论主要包括选题背景、研究意义、相关文献以及相应研究方法的综述，主要论述了解决失地农民养老保障问题对我国经济社会发展的重大意义，通过研究相关文献，了解和分析针对失地农民养老保障问题国内外的解决途径，总结其优缺点以及研究现状，在此基础上提出本研究的主要内容，目的和意义。

第二章，城镇化进程中的失地农民与养老保障相关理论。主要对相关概念进行了合理的界定，包括：城镇化、失地农民、养老保障等相关概念。

第三章，失地农民养老保障现状。分析了xxx市xxx县失地农民养老保障现状，政府在失地农民养老和社会保障方面的相关政策支持，通过分析，总结本地区失地农养老保障存在的深层次问题，为后续失地农民养老保障问题解决对策的提出提供现实依据。 第四章，xxx市xxx县失地农民的生活状态及社会保障调查。本章内容是研究的主体环节，在研究过程中，主要采用实地调研和问卷调查相结合的方式，对大量调查数据和实际资料进行分析，可以得出xxx市xxx县失地农民的现实情况，为后续的继续研究提供理论上的保障。

第五章，完善xxx市xxx县失地农民养老保障制度的政策与建议。这部分内容是本文研究的重点内容之一，通过前面的研究最终得出研究的结论，即合理解决城镇化进程中失地农民养老保障问题的政策与建议。通过树立科学发展观、明确政府权力主体、创新土地征用补偿制度以及货币保障、就业保障、完善社会保险、提供法律援助等方式可以有效的解决xxx市xxx县失地农民养老保障问题。

SUMMARY

Advancement and implementation of the urbanization is a strong force in the development of economy in our country, which advances the economy and society in a high-speed development. In the process of urbanization, the large amount of land has been expropriated from farmers, so farmers increasingly grow in quantity, number of farmers have no gates of jobs, a large number of land-lost farmers have on gates of medical treatment, and have no gates of old-age security. The deep-seated problems in economic and social development are increasingly highlights, these problems become the bottleneck of restricting China's economic and social long-term positive development, and restricting the construction of a harmonious society in our country and the nation prosperous and strong solidarity and unity.

From the reality of land-lost farmers old-age security of Lanzhou high-tech zone xxx park, studying by means of practical investigation and questionnaire to interview the Lanzhou high-tech zone xxx park's existing situation and problems of land-lost farmers endowment, contrast and analysis of land-lost farmers old-age security and find a reasonable practice both at home and abroad, summing up the reasonable lessons in Lanzhou high-tech zone xxx park land-lost farmers, thus put forward the experience and the countermeasures to solve the problem of land-lost farmers old-age security.

The main structure of paper includes:

Chapter one, introduction.Introduction includes the selected topic background, research significance, the literature research and the corresponding research methods, mainly discusses the great significance of solve land-lost farmers old-age security problems for China's economic and social development, by studying the relevant literature, understand the rational practice at home and abroad for such problem, so as to lay a good foundation for the solution to this problem.

Chapter two, land-lost farmers and old-age security in the process of the urbanization. Mainly to the reasonable definition of the concept, including: urbanization, farmers, old-age security, which introduces the basic situation of Lanzhou high-tech zone xxx park, and analyzes the basic theory of efficiency and fairness, etc., to lay the foundation for follow-up study.

Chapter three,the land-lost farmers old-age security situation. Which analyzes the situation of land-lost farmers old-age security in Lanzhou high-tech zone xxx park ,through the analysis, it has concluded the deep problems of land-losing farmers old-age security in this region, which can provide the reality basis for subsequent land-lost farmers old-age security
