定推动 “新村运动” 。 “新 村运动” 所制定的三个目标 , 第一个就是促进工 、 农业 均衡发展 ; 第二个是加大对农村地区的投入 , 政府投 资 20亿美元 , 启动农村的综合开发并带动农民自己 起来建设乡 ; 最后一个即是推动农业向所谓 “非农” 领域即农村工业拓展 。
