In order to strengthen the safety and civilized construction management, guarantee the construction personnel working conditions and living environment, ensure safe production and civilized construction funds in place, to prevent the occurrence of accidents in the construction, the Ministry of construction "construction safety protection, civilized construction measures and the use of cost management regulations" (build do 2005 89 No.) forwarded to you, and combined with the actual situation of our city, put forward the following opinions, please follow.

A, construction safety protection, civilized construction measures fee is in accordance with the current national construction safety, construction site environmental and health standards and the relevant provisions of the cost of the purchase and replacement of construction safety equipment and facilities, improve the conditions for safe production and operation environment needed. Please see the attached list of safety protection and civilized construction measures.

Two, according to the "Anhui province construction installation engineering cost quota" (2000), "Anhui province

construction cost valuation quota" and other regulations, Anhui province construction safety protection and civilized construction rate in Annex 2.

Three, according to Annex 2 Calculation of safety protection, civilized construction measures fee, not including the safety protection and civilized construction have special requirements and high risk project to increase the safe and civilized construction measures and scheme demonstration, review and other expenses, as well as the construction units have the other requirements of the cost of the construction of security and civilization construction measures.

In case of such expenses, it shall be calculated separately, and shall be included in the measures for safety protection and civilized construction.

Four, construction safety protection, civilized construction measures for non competitive fees, not as a factor to participate in bidding.
