云南清洁载能产业发展研究 ——基于清洁能源与载能产业的融合

摘要

云南提出的加快发展清洁载能产业是其全面工业化的基础，是建设“美丽中国”的内在需要，是落实国家产业政策的实际行动，是实现云南跨越发展的重大举措。本文首先梳理了相关学者对载能产业的研究和论述，总结并凝炼出清洁载能产业的概念和基本内涵，在深刻认识云南发展清洁载能产业的战略优势及重要意义的基础上，分析了现阶段的发展现状及面临的形势，并对其未来

的路径选择进行了探讨，最后提出了云南加快发展清洁载能产业的政策建议，为打造价值高端、绿色发展、全国一流的清洁载能产业基地提供参考。本文主要得到以下结论：

第一，从云南的矿产资源、水电资源、矿业基础及区位优势出发，分析了云南发展清洁载能产业的战略优势；从国家宏观层面和云南自身状况出发，分析了其发展清洁载能产业的重大意义所在：是全面工业化的基础，是建设“美丽中国”的内在需要，是落实国家产业政策的实际行动，是实现云南跨越发展的重大举措。

第二，从水电发展状况和载能产业发展状况两方面对云南清洁载能产业的现状进行描述，并指出其存在的问题。此外，对云南清洁载能产业面临的形势（国际环境、国内形势、省内状况）进行考量，为后文进行路径选择及政策建议作准备。

第三，基于产业融合、产业布局、产业集聚等相关理论，针对云南清洁产业发展中存在的障碍及问题，提出相关的路径选择：促进水电与载能产业的协同发展；调结构、转方式，提升清洁载能产业；加快清洁载能产业园区建设；培育形成五大清洁载能产业集聚区。

最后，为了加快推进云南清洁载能产业快速发展，从而打造价值高端、绿色发展、全国一流的清洁载能产业基地。从市场、政府、企业三个角度提出对策建议。

Abstract

Abstract

Accelerate the development of clean energy industry in Yunnan Province is the foundation of the proposed comprehensive industrialization, is an inherent need to build \China\is the practical action to implement the national industrial policy, is a major initiative to achieve leapfrog development in Yunnan. Firstly, on the basis of the relevant academic research and discussion about Energy consuming industry, based on the profound understanding of the strategic advantage and the importance of clean energy consuming industry; analyzed the current situation and the situation facing; discussed its future path selection , and accordingly put forward corresponding suggestions to promote the development of clean energy consuming industry and provide a reference to create high-value, green development, the national carrier-class clean energy industry base.This paper mainly gets the following conclusion:

First, starting from the mineral resources, hydropower resources, mining base and geographical advantages of Yunnan Province, analyzed the strategic advantage of the development clean energy consuming industry; departure from the national macro level and Yunnan own situation, analyzes the major significance of the development of clean energy consuming industry: is the foundation of the proposed comprehensive industrialization, is an inherent need to build \to implement the national industrial policy, is a major initiative to achieve leapfrog development in Yunnan.

Second, described the current situation from Hydropower and energy consuming industry, and pointed out its problems. In addition, considered the situations facing (Yunnan clean energy consuming industry is international environment and domestic situation, the province status), preparation for the path selection and policy recommendations.

Third, based on the theory of industry convergence, industrial layout, and industry cluster, proposed path selection for the obstacles and problems that exist in Yunnan clean energy industry: promote the joint development of Hydropower and energy

consuming industries; structural adjustment, transfer mode, enhance clean energy industry; accelerate construction of clean energy industry park; foster and formed five clean energy industrial agglomeration area.

Finally, in order to accelerate the rapid development of clean energy consuming industry in Yunnan, thus creating high-value, green development, the national carrier-class clean energy industry base. From three angles: market, government, enterprise, put forward countermeasures and suggestions.
