浅析建筑施工企业的施工安全

摘要：建筑业是我国国民经济的支柱产业之一。国家实行扩大内需政策，其中最主要的措施就是扩大基建投资，加强基础设施建设，以此来带动其他相关产业，增加就业机会，这充分说明了建筑业国家经济中的地位和作用。建筑业属于劳动密集性行业，参加施工的人员特别多。由于建筑业具有产品固定，人员流动大、露天施工、立体交叉作用多、建筑物变化大、形状不规则等特点，施工中危险性大，工作条件差、不安全因素多且点多面广，预防难度大。加之大量民工进城，从事的工作主要就是建筑施工，这些人缺乏必要的安全知识和自我保护意识，违章作业比较严重，建筑施工企业管理又跟不上、措施不力等原因，导致建筑施工安全事故频繁，人员伤亡、财产损失十分严重。鉴于建筑业安全形势严峻的事实，我国各级政府非常重视建筑业的安全管理工作，制定了一系列建筑安全管理方面的政策法律、法规，明确规定了安全生产工作必须实行“企业负责、行业管理，国家监察和群众监督”的安全管理体制。2004年2月1日开始施行的《建设工程安全生产管理条例》适应了我国市场经济体制的客观要求，也是符合我国施工企业实际的。基于此，从安全管理体制中的组织机构、施工工艺、安全管理几个方面来谈谈建筑施工企业的安全生产工作。

The work safety of construction enterprises is analysed

Abstract: the construction industry is one of the pillar industries of the national economy. Countries adopted a policy of expanding domestic demand, one of the most important measure is to expand infrastructure investment, strengthen infrastructure construction, so as to drive the other related industries, increasing employment opportunities, which fully shows the position and role of construction industry in the national economy. Construction belongs to the labor intensive industry, to participate in the construction of personnel. Because the construction industry has products is fixed, large flow of people, the outdoor construction, function more interchanges, change of buildings, such as irregular shape characteristic, the construction of risk is big, poor working conditions, unsafe factors and some noodles wide, prevention is difficult. Together with a large number of migrant workers into the city, is engaged in the construction, main job is the lack of necessary safety knowledge and the ego to protect consciousness, illegal operation is more serious, lack of construction enterprise management and keep up with, measures such as reason, due to the construction safety accident is frequent, serious casualties and property losses. In view of the construction security situation grim fact, our country all levels of government attaches great importance to the safety management of construction, a series of construction safety management policy laws and regulations, and specify the safety in production work must be carried out on the enterprise manage, industry, national supervision and the populace to supervise, \Become effective as of February 1, 2004, of the construction engineering safety production management regulations to adapt to the objective requirement of market economy system of our country, also accord with the actual construction firms in China. Based on this, from the safety management system of organization, construction technology, safety management from several aspects to talk about construction enterprises of work safety in production.

一、引言

安全施工管理在建筑工程中占有非常重要的地位。为做好建筑工程安全施工管理工作，我们应该尽量做好事前预防工作，做好安全生产宣传，落实安全生产责任，制定健全的管理制度，完善工程建设安全管理体系。这样可以将建筑工程施工的安全隐患扼杀在萌芽状态，以此来达到降低一般事故的发生概率乃至杜绝重大事故的发生的目标。近几年来，我国的安全生产形势十分严峻，建筑领域事故频频发生，分析建筑施工伤亡事故发生的原因，探索预防对策和措施，对减少事故的发生，促进建筑企业的健康发展，有重大意义 二、安全事故发生的几种情况. 2.1施工人员素质低

目前我国建筑从业人员65％是民工，这些民工从农村进入城市，从农民转为工人，他们的知识结构，工作方式，习惯意识等，还不能适应建筑业的特殊工作条件和环境，他们普遍来经过基本培训和教育，缺乏应有的安全知识和安全防范意识，从而导致自己或他人发生安全事故。 2.2法制不健全，违反安全操作规程，野蛮施工
