摘要

随着近年来现代物流业在中国的迅猛发展，各类与物流产业相关联的产业发展形态和发展模式层出不穷，尤其是以各种模式的园区为代表的物流产业聚集区得到了快速发展。这些物流园区以功能性基础设施建设为核心，吸引物流服务企业聚集发展，以依托的城市及其制造业与商贸业集群为服务对象，有效释放其服务产业能量，其发展与服务模式与所在区域乃至国家产业布局与发展需要相结合，为国家和区域经济的发展做出了巨大的贡献。

物流城作为物流园区发展进程中出现的一个新名词，是城市重要的基础设施和物流的关键节点，有着越来越大的作用，并与物流产业能否在促进国民经济发展中承担的重要角色紧密相连。产业集群是目前市场经济环境下普遍存在的经济现象，比如在金华义乌市聚集着很多小商品加工销售企业，成为中国最大的饰品产销基地，物流园区也不例外，也有许多相关业务服务企业在此聚集。然而，物流园区能否最大限度地利用产业集群所带来的集聚效应与园区内的相关产业的布局情况有着很大的联系。所以，为了充分发挥物流园区的经济促进作用，对物流园区的布局就必须进行合理、科学、有效的评价，找到布局规划中不合理的因素，这样才能根据实际问题采取相应的改善措施。因此，基于产业集群的物流园区产业布局合理性评价研究就显得尤为重要。然而，在目前物流园区的实际规划建设当中，在物流园区的布局设计方面，由于设计人员往往仅根据经验、建筑设计规范或者出于提高自身企业运作效率目的等从局部的物流角度出发，对物流园区进行规划设计，忽视了园区内企业间的聚集效益，这样容易造成物流园区内的物流运作效率较低、物流成本较高和企业间相互协作程度低等问题的出现。

本文以燕郊物流城项目建设为背景，首先在对产业集群的特点和影响物流园区产业布局的因素进行分析的基础上，针对物流园区产业布局的复杂性和全局性，构建了基于产业集群的物流园区产业布局合理性指标体系。然后，分析了评价体系中各指标之间的非独立网络层次关系，建立物流园区产业布局网络结构。通过网络层次分析法根据专家对各因素进行评分对各个方案进行评价，并利用super decision软件计算出了各个备选方案最终的评价结果。

ABSTRACT

With the recently rapid development of modern logistics industry in China, the model of development and various types of development patterns of the associated logistics industries' come after, especially, as a representative of the various modes of the logistics industry gathering area in the logistics park has been rapid development. The logistics park take the functional infrastructure construction as the core, attracting logistics service companies to gather to develop, relying on the city and it's manufacturing and commerce industry cluster as a service target, and effectively release of its' services industries' energy, as well as its development and service models need combine with national industrial layout and development, to make tremendous contributions for national and regional economic development.

Logistics City, as a new term appeared in the Logistics Park's development process, is the city's major infrastructure and key logistics nodes, has an increasingly important role, and logistics city is closely related with the logistics industry can play a full role in promoting national economic development. Nowadays, industrial cluster is a prevailing economic phenomenon in logistics park, the layout of the logistics park has a large extent with the industrial cluster and agglomeration effects. To optimize the layout of logistics parks must be rational, scientific and effective evaluation, we should find irrational factors, so as to take appropriate measures to improve the actual problem. Therefore, a reasonable assessment of Logistics Park industrial layout based industrial clusters is particularly important. However, in the current actual planning and construction of the logistics park, during the layout design of logistics parks, because the designers are often only based on personal feelings, experiences and building design specifications from a subjective point of view of logistics, planning and design, so easily lead logistics park appear less efficient logistics operation within the high logistics costs and other issues.

In this paper, Yanjiao Logistics City project as the background. Firstly, Based on the analysis on the characteristics of industrial cluster and impact factor of industrial layout in logistics park, a set of evaluation index system is constructed, aiming at the specificity and complexity of logistics park's industrial layout. Secondly based on the applicability analysis on analytic network process, the

non-independent network relationship between the various indicators in performances evaluation system is examined, the industry layout of logistics park evaluation indexes network structure established, and a partial and overall weight determined through the super decision software. hen based on the expert scoring, calculate single factor evaluation and multi-actor evaluation and get the final evaluation results.
