Preface

In spite of the considerable success that has been achieved, sustainable development of all cities

and communities remains the most important political challenge of this century. Since 1997 the

targets for our city have been specified in the City Development Plan Heidelberg 2010 (abbr.

STEP), Heidelberg’s local agenda. In order to consistently pursue our long-term strategy, its

success rate must be monitored at regular intervals. This policy was also adopted when STEP was

passed. By recently signing the Aalborg Commitments we have made a global commitment to

pursue sustainable development in the future.

An initial and very detailed implementation report was published in 2002. The "Sustainability

Report 2004", which is now available, follows up with a simplified form of reporting based on

indicators. These indicators clearly show us all target areas of the city development plan where

success has been achieved and where particular attention needs to be paid. Indicators are

perfectly suited for monitoring success. They are an indispensable aid for determining direction.

This report, which - unlike its predecessor - contains only short comments, is complemented by

indicators concerning demographic changes.

The report illustrates how intensively the entire municipal administration strives to consistently

implement sustainable development in all fields. Improvements have been achieved in all target

areas. In all, Heidelberg has moved another step closer to becoming a sustainable city. The

overall positive impression cannot however conceal some negative developments that require

even more attention and/or further need for action.

The discussion with the local council that had unanimously agreed to such biennial reporting

made clear that an indicator-supported report could not replace any required detailed analyses.

In addition to the concise form of reporting, more detailed descriptions were requested for the

3 topics "Employment", "Social" and “Demographic Change" which will be published

separately.

There are some areas and targets that cannot effectively be covered by means of indicators,

such as "regional cooperation" and "civic engagement". Therefore, the indicators and

assessment criteria will no doubt be complemented and improved in the future. The indicator

catalog is therefore by no means unchangeable.

Since 1997 the local government policy in Heidelberg has been oriented towards the targets and

guidelines of the Heidelberg City Development Plan 2010 (STEP) which was adopted by a great

majority. It also represents Heidelberg’s Local Agenda. In addition to STEP, a reporting and

monitoring system was adopted to review the successful implementation rate on a regular basis.

In December 2001 the first comprehensive report on implementation was submitted, which was

cause for intense debate in the committees in the spring of 2002 (DS 612/2001). It then became

obvious that the implementation of most of the targets pertaining to a sustainable city

development would be ongoing tasks. Therefore, it is important to continually remind oneself of

the targets and to take stock of those targets achieved. In the interest of sustainable city

development it is particularly important that such development is controlled in a resource-

compatible manner and the success is secured.

Subject Sustainability Report 2004 makes an important contribution to this. Unlike the first

implementation report, it is based on an indicator system and only includes short comments.

Inpidual quantitative parameters are listed for all target areas of the city development plan

which clearly indicate the successes achieved and the areas where particular attention must be

paid. A sustainability report shall be prepared in 2-year intervals in the future and submitted to

the local council.

This report shows the efforts of the entire municipal administration in implementing in practice

the theories of sustainable development of the city of Heidelberg in all areas of urban policy.

Heidelberg was involved in the ExWoSt program Städte der Zukunft“ (cities of the future) and

the project Kommunale Naturhaushaltswirtschaft“ (local environmental budgeting,

ecoBUDGET), where the basic principles were set up and experience with sustainability indicators

was collected.
