摘要

随着我国工业化进程的快速发展，危险品的生产与物流量急剧增加。危险品物流是一种危险性大、专业性强、操作复杂的物流活动，它与社会安全密切相关，因此危险品物流一直受到社会各方面的密切关注。目前我国在危险品物流运输这方面还处于初级阶段,政府各部门之间的衔接存在许多矛盾，法律法规不完善，企业运输活动不遵守标准，危险品物流事故预防不到位，应急救援机制落后等等问题造成危险品在运输过程中存在许多隐患，以至于安全事故频频发生。加强对危险品物流配送的安全管理研究具有重要的现实意义。

本文全面深入地分析了我国现在危险品物流安全管理这方面的现状,总结了一些国外危险品物流安全管理的优秀经验,针对我国危险品物流安全管理存在的主要问题,提出了一些具体对策和建议。比如政府和企业可以强化我国危险货物运输过程的管理，合理规划和设计区域性的物流网络，并将这些网络相链接形成全国性的危险品物流网络，建立全国性的危险品物流管理信息平台。还可以加强人员的培训，建立专业的运输团队。结合GPS和RFID技术对危险品进行实时追踪，做好对危险品事故的应急措施，保证整个运输过程的安全。

Abstract

With the rapid development of China's industrialization process, the sharp increase in the amount of hazardous material production and logistics . Hazardous Material Logistics is a dangerous, highly specialized , complex operation logistics activities , it is closely related to social security , and therefore hazardous material logistics has been closely all aspects of society . At present our country in the logistics and transport of hazardous material in this regard is still in its infancy, convergence between the various government departments there are many contradictions , imperfect laws and regulations , corporate transportation activities do not comply with standards, accident prevention hazardous material logistics are not in place , such as emergency rescue mechanism behind and other problems caused by the presence of hazardous material during transport many hidden dangers that accidents occur frequently. Strengthen the safety management of hazardous material logistics research has important practical significance.

In this paper, in-depth analysis of the current situation of hazardous material logistics and safety management in this regard our country now , summed up some of the best foreign experience hazardous material logistics and safety management , the main problem for the security of hazardous material logistics management , proposes a number of concrete measures and suggestions . For example, governments and enterprises can strengthen the management of the process of transport of hazardous material , rational planning and design of regional logistics network , and these are linked to form a national network of hazardous material logistics network , the establishment of a national hazardous material logistics management information platform. You can also enhance the training of personnel , the establishment of professional transport team. Combined with GPS and RFID technologies for real-time tracking of hazardous material , hazardous material incidents do emergency measures to ensure security of the entire transportation process.
