Authorities say radiation levels have risen four fold in neighboring Ibaraki Prefecture since the explosion. Local Television stations reported steam could be seen rising from the complex. The plant's owner, Tokyo Electric Power, said the explosion occurred near the suppression pool in the reactor's containment vessel. The pool was later found to have a defect.
