我国城镇居民基本医疗保险制度的研究 摘 要

摘 要

为了达到2010年要实现人人享受基本医疗卫生保健，到2020年基本建立起覆盖城乡的社会保障体系这一目标，我国政府部门制定了《城镇居民基本医疗保险制度试点方案》，并在部分城市开始制度试点。

本文选取了这批试点城市中具有代表性的南通市为例，通过对南通市城镇居民基本医疗保险制度的实施方案、基金筹集、报销比例和实施效果等方面进行了比较分析，以及根据试点实验情况，采取抽样调查的方法，剖析了南通市城镇居民基本医疗保险制度运行状况、存在问题及原因，并以社会保障理论、社会正义理论、公共选择理论为理论基础，本着促进居民健康、维护社会公平正义，保持社会和谐和稳定的目标，提出了加大政府投入，增加筹资渠道；扩大覆盖面，提高城镇居民参保率；提高待遇水平，推进保障力度；完善卫生医疗服务，保障基金安全；构建多层次多样性医疗保障体系，实现全民基本医疗保险以实现社会公平等完善城镇居民基本医疗保险制度的对策与建议。

Abstract

In order to achieve all of 2010 to achieve access to basic medical health care, established in 2020 urban and rural basic social security system this goal, our government departments to develop a "basic medical insurance system for urban residents in the pilot program," and in some cities start the system pilot.

This group of pilot cities selected a representative sample of Nantong City, Nantong City, by the basic medical insurance system for urban residents in the implementation plan, fund raising, reimbursement and implementation of other aspects of the comparative effectiveness analysis, and based on pilot experiments circumstances, take a sample survey methods, analysis of the Nantong basic medical insurance system for urban residents health, problems and causes，And the theory of social security, social justice theory, public choice theory as the theoretical basis, in promoting the health of residents, maintain social fairness and justice, maintain social harmony and stability objectives by increasing government spending, to increase financing channels; coverage, insurance rate increase for urban residents; improve the treatment level, to promote security efforts; improve the health and medical services, security fund safety; build a multi-level medical security system persity to achieve universal basic health insurance to achieve social justice, such as improving basic medical insurance system for urban residents countermeasures and suggestions.
