党务工作落实措施

一、强化意识，明确责任

明确党建工作责任，是加强党组织建设、干部队伍建设、保证中心任务顺利完成的必然要求，建立党建工作责任机制，主要领导的责任意识是关键。基本形成了“四级”党建工作责任制。

（一）党总支领导有力。总支把党建工作作为创业中心整体工作的重要组成部分，通盘考虑，统筹安排，切实加强领导。坚持党建工作与行政业务工作一起部署、一起检查、一起考核、一起总结，做到认识上、措施上和工作上到位。中心总支围绕全区经济建设工作，紧扣全区工作的总体思路和目标加强党总支的思想、组织、制度、作风建设，提高党组织的创造力、凝聚力和战斗力；注意听取党支部情况的汇报，定期研究党建工作，分析党员思想、组织和作风建设的状况及存在的主要问题，提出指导性意见。研究制定党建工作的长期规划和年度计划，研究制定党建工作的制度和措施，并组织实施落实。

（二）党总支贴近实际，主要领导认真抓。中心党总支要注重加强自身建设，充分发挥核心领导作用。单位一把手主持党总支的日常工作，抓好党总支决议、重大活动和具体工作的落实；参与党支部、党小组的组织生活，接受党内外群众的监督；坚持年初制定工作计划，半年、年终检查总结；每年召开两次党员大会，报告、部署工作；每年至少召开一次民主生活会；每季度至少召开一次党总支扩大会；每季度召开一次支部书记及委员座谈会，分析一次党员队伍、干部职工队伍的思想状况并进行教育。同时经常听取工作汇报，支持他们按照各自的职责，积极主动地开展，充分发挥群众组织的作用。

（三）党支部履行职责，支部书记经常抓。主持党支部的日常工作，对本支部的工作负责。支部委员根据各自分工，积极履行自己的职责，带头执行中心党总支决议、决定。党支部着力抓好每季度思想动态分析制度、向党总支报告工作制度、党员向组织汇报工作制度、入党积极分子及预备党员的培养考察制度等党内经常性工作制度的落实；充分发挥党支部的战斗堡垒作用和共产党员的先锋模范作用。

二、落实措施，着力推进

要把党建工作责任制落到实处，需要以行之有效的措施作保证。我们着力抓了三方面的'措施，推动党建工作责任制的落实。
